Federal Agents Shoot Two in Portland Amid Sharp Local Backlash and Calls to Halt ICE Operations

A shooting involving federal immigration agents in Portland, Oregon on Thursday afternoon has once again brought the city into the national spotlight, following intense disputes over the presence and conduct of federal law-enforcement officers in local communities.

According to law-enforcement statements and multiple media reports, U.S. Customs and Border Protection (CBP) agents fired shots that wounded a man and a woman in Portland’s Hazelwood neighborhood during a “targeted vehicle stop.” The injured individuals were later found several blocks away by Portland police, who provided emergency aid before transporting them to local hospitals; their conditions have not been publicly released.

Federal authorities claim the shooting occurred when the vehicle’s driver allegedly attempted to run over the agents after they identified themselves, prompting an agent to fire what the Department of Homeland Security described as a defensive shot. The vehicle then fled the scene with the passenger on board.

The incident took place against a backdrop of heightened national tension, coming just one day after a separate fatal federal officer-involved shooting of a 37-year-old woman in Minneapolis, which had already sparked demonstrations and broad criticism of federal immigration enforcement policies.

Local Reaction and Political Response

Portland’s Mayor Keith Wilson, Oregon Governor Tina Kotek, and other city and state officials criticized the federal account of the shooting, questioned the necessity and proportionality of the use of force, and demanded that Immigration and Customs Enforcement (ICE) halt all operations in Portland pending a full and independent investigation.

Oregon’s Attorney General Dan Rayfield announced his office will open a formal investigation into whether federal officers acted outside the scope of their lawful authority. Rayfield emphasized the need for transparency and accountability in federal law-enforcement actions that affect community safety.

Portland officials also noted that hundreds of demonstrators gathered outside the local ICE facility and City Hall in response to the shooting, chanting opposition to federal immigration enforcement and voicing broader concerns about militarized policing and civil liberties.

Ongoing Investigation

The Federal Bureau of Investigation (FBI) has taken over the investigation, classifying the event as an active agent-involved shooting and coordinating with local police to gather evidence, witness statements, and video footage.

Portland has a history of high-profile clashes involving federal law-enforcement presence, protests, and legal disputes over sanctuary city policies and immigration enforcement, which complicates the broader interpretation and public response to this latest incident.
