The maritime community across Louisiana is mourning the loss of Captain Louis M. “Toby” Wattigney Jr., a deeply respected leader and lifelong steward of the Mississippi River, who passed away in New Orleans, LA.
As President of the New Orleans–Baton Rouge Steamship Pilots Association (NOBRA), Captain Wattigney dedicated his life to ensuring the safety, efficiency, and integrity of one of the nation’s most vital waterways. His leadership, spanning decades, helped shape modern river navigation and strengthened the maritime industry across the entire Mississippi River corridor.
Captain Wattigney’s unwavering commitment to safety, professionalism, and mentorship earned him the respect and admiration of mariners, port authorities, and government leaders alike. His calm presence, deep expertise, and collaborative spirit made him a guiding force not only on the water but throughout Louisiana’s maritime infrastructure.
The Port of South Louisiana, along with ports and maritime organizations across the region, joins in expressing profound sorrow at his passing. “His work and wisdom reached every corner of Louisiana’s maritime industry,” the Port stated. “Captain Wattigney’s steady hand and leadership will be missed, but his legacy will continue to steer those who follow.”
Governor Jeff Landry also shared his condolences, reflecting on Captain Wattigney’s lifelong service:
